The news of Garp's capture has reached his hometown, Windmill Village, in Chapter 1089 of One Piece. Naturally, Makino and the other villagers are worried about his well-being, though the mayor assures them that the legendary Marine won't be taken down easily. However, Garp's capture isn't the only thing that shocked the world. An earthquake that is strong enough for the entire world to feel hit, resulting in the worldwide sea level rising by one meter. Consequently, many shores across the globe have vanished, with some low islands even sinking into the seas. Most of all, what used to be the Kingdom of Lulusia has become a massive never-filling hole.

Chapter 1089 also brings a much-awaited update regarding the situation on Egghead. Sentomaru confronts his uncle over the Marines' invasion. Their conversation becomes a key component for St. Jaygarcia Saturn and his subordinates to deduce the situation within the Labophase. Interestingly, their guesswork is immediately backed by a call from Egghead to Marijoa. York reports to the Five Elders, relaying the current situation in the lab. The Satellite also reiterates her demand to become a World Noble, while she also pledges allegiance to the World Government. She even promises to help them construct the Mother Flame. But after sealing the deal with the Five Elders, York immediately seeks their aid. It turns out that the Straw Hat Pirates and their allies have already had her pinned down.

In Chapter 1090, Luffy immediately takes over the call. After proclaiming his intent to become the Pirate King, Luffy attempts to negotiate with the Five Elders. He tells them to withdraw all the Marines' ships should they want to retrieve York intact, followed by York's crying plea. Both the Marines and the World Economic Journal -- who have been eavesdropping on their call -- are shocked by Luffy's proclamation. Some Marines even become fearful of the Emperor, cementing his image as a terrifying character. The Five Elders, however, are unfazed by Luffy's threats. They simply ask Luffy about their situation, which Luffy nonchalantly answers. But before the simpleminded Emperor leaks any important information, a female, who the Five Elders assume to be Robin, cuts off the call.

Indeed, the Five Elders are correct. Robin reminds Luffy that information isn't something to be easily handed over to the enemy. Luffy, unsurprisingly, brushes off his mistake. He even believes that the Marines would just withdraw from their position, though he is quickly straightened up by Usopp. Meanwhile, St. Jaygarcia Saturn reminds Vice Admiral Doberman of their three highest priorities: York, Punk Records and the power plant capable of creating the Mother Flame. And when Doberman reminds the Elder of the agents still on the island, the World Noble simply tells the vice admiral to view human lives as disposable insects.

Back in Labophase, York is whining over her situation. She highlights her conversation with the Five Elders, warning the Straw Hat Pirates what the Marines would do should they harm her. Unfortunately for the Satellite, Nami pays no heed to her ramblings. The navigator gives her a quick whack on the head. As Lilith mourns the loss of Shaka and Pythagoras, Lucci recites the Straw Hat Pirates' forces to himself. Usopp, on the other hand, tries to connect to the basem*nt. What greets him is a loud proclamation of gratitude for the food they've provided the captured Cipher Pol agents.

Accompanying the Cipher Pol agents are the captured Seraphim. The cyborgs are being kept in a bubble prison, which Vegapunk claims to be as strong as the MK III Pacifistas' shield. S-Snake also assures the government agents that the Seraphim have not received any orders to eliminate them. Hearing her, Franky expresses his gratitude to the Seraphim for releasing them from certification, which even Vegapunk found strange as it wasn't part of their programming. However, a brief flashback explains the reasoning behind the Seraphim's erratic action. When Luffy looked her in the eyes and asked her to undo her powers, S-Snake, similar to the original Hanco*ck, simply can't help but oblige.

While everyone is exchanging platitudes, Atlas has been working to open the Frontier Dome but to no avail. York shortly reveals that she protected it with an encryption code. Given that she was no longer in sync with them, they won't be able to get the code from her. Stussy also reports that the island is completely surrounded by Marine ships. The Stella then brainstorms with Nami. Given that the Log Pose still hasn't finished calibrating, they are forced to take the other needle from Wano pointing northeast. According to the Stella, that should be pointing toward Elbaph, immediately piquing Luffy and Usopp's interests.

As Luffy and Usopp rejoice, the Stella continues his planning. Given that the Thousand Sunny is situated at Labophase, they can immediately move. Unfortunately, they cannot leave via port due to the Marines' encirclement. Since they are headed northeast, they will have to go to the back of the island. They can use the robot Vegaforce 1 to fly over the Marines' ship, but the problem is that Vegaforce 1 will simply plummet to the sea the moment they leave Egghead's airspace. Franky then comes to the rescue. The Straw Hats' resident shipwright suggests using the Coup De Burst to send them flying one kilometer away from Egghead, immediately earning the Stella's approval.

The only remaining problem is the Frontier Dome. Since York won't be giving them the code no matter what they attempt to do, Dr. Vegapunk and his remaining Satellites take it upon themselves to crack York's encryption. While the Vegapunks are cracking the code, Lilith leads Luffy, Franky and Bonney to the Thousand Sunny and Vegaforce 1. Their job is to get the two ready since they will have to leave the moment the Frontier Dome is brought down. After all, the Marine forces are certainly going to swiftly grab that opportunity to launch an attack. Despite their grim situation, their small group of four doesn't seem to be in a panic. Lilith is excited to leave the island, while Bonney is looking forward to eating more pizza.

The atmosphere on the Marines' side, however, isn't as lively. They've finally received Lucci's report, detailing the current situation and forces of the Straw Hat Pirates. St. Jaygarcia Saturn then confronts Kizaru. Given that the Frontier Dome is a laser defense system and the admiral is light, he asks if the admiral can get inside. Kizaru admits that he can, though he chooses not to. He reasons that a good friend of his is protecting Vegapunk from below. The Elder then commands him to simply leap over him, but Kizaru isn't fond of the idea. According to him, doing that is unsportsmanlike.

Kizaru wants to play by the book, especially since Sentomaru is making a principled stand. In addition, the admiral points out that the moment they make their move, Sentomaru's Pacifistas and mechanical sea beasts will immediately attack their ships. They won't be able to avoid taking huge losses, essentially pushing them into a corner. Even so, Kizaru praises Lucci for being a competent agent for sending all the necessary information. Unfortunately, the chapter doesn't specify how Lucci transmitted the message. It simply shows Kizaru feeling and manipulating the ground.

With Kizaru making a move, the Marines have also begun to prepare for their attack. They silently relay their commands, preparing both their soldiers and weapons. Those who are proficient with using the Six Powers are to land ashore, while the weapons are to sink the sea beasts. Just then, Kizaru finally unleashes his Devil Fruit powers. He uses his powers of light to bounce off the ships' mirrors and heads straight to Sentomaru. Sentomaru, however, isn't caught off-guard. He has anticipated Kizaru's attack and perfectly blocks it. As the two formidable Marine officers clash, Luffy also senses Kizaru's presence. Even though he can't specifically identify who it was, One Piece's protagonist can at least tell that it is a powerful presence.
